fs in this pattern is First Stitch. I am sorry for the confusion. I didn’t realize I had used the same abbreviation for two different things. I have updated the page and included all the abbreviations here directly.

@Nancy, it means: Feather Stitch. See Abbreviations above at the beginning of pattern and follow the link to her Stitch Guide. It will explain how to do the stitch.
